Explain the constitutional safeguards for the welfare of these communities and the measures taken by the government to promote their social and economic development.
The Indian Constitution provides various provisions for the welfare of scheduled caste and tribe communities. Some of the constitutional safeguards are:
  • Reservations: Seats are reserved for them in educational institutions and government jobs.
  • Special Provisions: The government has made special provisions to promote and protect their social, economic and educational interests.
  • Article 46: This article directs the state to promote the educational and economic interests of the weaker sections, including the scheduled castes and tribes.
  • Article 17: This article abolishes untouchability, which is a social evil suffered by the scheduled caste communities.
  • Article 338: This article creates the National Commission for the Scheduled Castes to safeguard their interests and monitor the implementation of constitutional provisions.
The government has also taken various measures to promote their social and economic development, such as improving access to education, healthcare, and employment opportunities. The government has also launched several schemes and programs to uplift their standard of living and provide financial assistance. Some of these schemes are the Tribal Sub Plan, National Scheduled Castes Finance and Development Corporation and the Special Central Assistance to Scheduled Castes Sub Plan.
